Introduction
For cross-border procurement of military and law-enforcement protective gear, NIJ 0101.06 is the most widely-recognized ballistic standard worldwide. Many buyers mix up IIIA, III and IV protection levels. Wrong equipment selection may lead to safety risks and customs clearance issues. This article clarifies mainstream ballistic ratings and guides buyers to select ballistic vests, plates and helmets, helping traders and government purchasers avoid common pitfalls.
Main NIJ Protection Levels and Corresponding Threats
Three ratings are most frequently used in real-world procurement: IIIA, III and IV. Their protective limits are clear and cannot be interchanged.
NIJ IIIA represents the highest protection level for soft-body armor. It stops handgun rounds such as .44 Magnum and 9 mm FMJ, and is widely applied in soft ballistic vests and ballistic helmets. Important note: NIJ IIIA cannot resist rifle fire. Ordinary AK rounds can penetrate IIIA armor, which is a frequent misunderstanding among overseas buyers.China Transformable And Multifunctional Ballistic Vest –NIJ III/IIIA/IV Manufacturer and Supplier | LION ARMOR
NIJ III applies to hard ballistic plates. It defeats 7.62×51 M80 rifle ammunition. Most NIJ-III plates are made of UHMW-PE material and must be worn together with a IIIA soft vest carrier. It suits routine patrol and site security missions.

NIJ IV is the highest commercial-grade protection. With ceramic composite construction, it defeats .30-06 M2 AP armor-piercing rounds for high-threat scenarios, at the cost of heavier weight and higher purchase cost.China Ceramic bulletproof hard armor plate B32 222*298mm LA2230-B32SA-1 Manufacturer and Supplier | LION ARMOR
Application Scenarios for Soft IIIA Vests, Level-III PE Plates & Level-IV Ceramic Plates
Protection levels should match real-mission threats. Helmets, vests and plates need proper combination.
For low-risk urban security with only handgun threats: full NIJ IIIA setup is recommended, including IIIA soft vest and IIIA ballistic helmet. Lightweight and comfortable, this is the popular solution for Middle East and Southeast-Asia security projects.
When ordinary rifle threats exist: use a IIIA tactical vest as carrier plus NIJ III hard PE plates, while keeping IIIA-rated helmets. UHMW-PE offers obvious weight advantages, balancing protection and wear-comfort, and dominates export orders.
For high-risk environments with armor-piercing threats: adopt NIJ IV ceramic plates. It delivers top-tier protection yet weighs more, more suitable for combat units rather than long-time foot patrols.
Key reminder: Ballistic helmets are almost always IIIA-rated. Rifle-stopping capability relies entirely on hard plates. Distinguish between ICW (must be used with soft armor) and Stand-Alone plates to prevent misuse.
Overseas Procurement Risks: Safety & Customs Issues Caused by Rating Misunderstanding
Safety accidents, detention or return shipments mostly come from misinterpreted ratings, fake reports and over-stated specifications.
First, never rely on IIIA soft armor against rifle threats. Only accept complete third-party NIJ laboratory reports. In-house manufacturer self-test reports are not accepted by government tenders or customs authorities.
Second, watch out for reused test reports. Verify fabric and structural parameters on reports match your ordered specifications, to avoid non-compliant physical goods failing port inspection.
Third, pay attention to export compliance. UHMW-PE and aramid are controlled materials. Identical protection levels with different materials may require different export permits. Confirm supplier qualifications in early-stage communication.
Fourth, ballistic gear has service life. PE materials shall avoid long-term sun exposure. Humidity and impact will degrade ballistic performance. Sampling inspection is suggested for large-volume projects.
Lion Armor supplies full-range ballistic gear from IIIA to IV and supports OEM & ODM customization. Complete specification sheets are available. Traders and government project clients are welcome to contact us for quotations.
